Supply and Delivery of two (2) units Mobile Water Treatment Plant denominated as Contract No. MWTP-02
INVITATION TO BID
1. The Metropolitan Waterworks and Sewerage System, through its Corporate Operating Budget for 2010, intends to apply the sum of P25,600,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Supply and Delivery of two (2) units Mobile Water Treatment Plant denominated as Contract No. MWTP-02. Bids received in excess of the ABC shall be automatically rejected at Bid opening.
2. The MWSS now invites Bids from eligible Bidders for the above bid project within Forty Five (45) calendar days from the receipt of Notice to Proceed (NTP). The description of an eligible Bidder is contained in Section II of the Bidding Documents, ITB.
3. The Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act.”
4. Bidding is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty (60%) percent interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino Citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
5. Interested Bidders may obtain further information from the MWSS Bids and Awards Committee and inspect the Bidding Documents at the address given below during office hours.
6. A complete set of Bidding Documents may be purchased by interested Bidders on February 23, 2010 to March 1, 2010 from the address below and upon payment of a nonrefundable fee of P5,000.00. The schedule of bid activities is as follows:

7. All Bids must be accompanied by a Bid security in any of the following forms or an
equivalent amount in a freely convertible currency:
a. Cash, Manager’s Check, Bank Guarantee or Stand By Letter of
Credit in the amount of P512,000.00
b. Surety Bond “callable on demand” in the amount of
P 1,280,000.00
8. Late Bids shall not be accepted.
9. The MWSS reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
